I have a question: to use magic it takes psch right. So if someone has a higher psch does that mean they can stop you magic or does it still go off? And secondly power word that turns off magic how afective is it against someone with more psch then you?

I'll jump in and give you the generic answer Jason can jump in and fill in any blanks I leave.

Largely it's a sliding scale where the greater difference the greater/lesser the affect depending on which end of the equation your on. The more Psyche you have the more powerful power words and sorcery/conjuration are. As to how your psyche affects another sorcerers psyche in cases of power words or spells it's kind of like this. Your spell/power word go's off regardless unless someone with a higher psyche's action is to 'counter' your action, which would require the proper spell and/or power word available. There's a series of other situational based things, such as realm, that will come into play and it will be up to Jason to give you the details on those as they come up.
